In 1991, the Shanghai Municipal Science and Technology Commission established the "Shanghai Young Scientist Rising Star Program," focusing on nurturing and supporting outstanding young researchers under 35. Over the years, this program has achieved remarkable results, producing a large number of top-tier researchers and academicians, spawning a series of innovative outcomes, and becoming the "cradle" of high-level scientific and technological innovation talent in Shanghai—a hallmark of the city's commitment to cultivating young scientific talent.

Recently, the Shanghai Municipal Science and Technology Commission announced the list of recipients for the 2023 "Science and Technology Innovation Action Plan" Rising Star Program (Yangfan Track).
